Under BIPT rules, the word "unlimited" may only be used where there is no cap, or where the fair-use kicks in only above 300 GB. If you use less than 30 GB / month, a regular plan is usually cheaper.

The BIPT rule : when can "unlimited" be used?
Important : the 300-GB threshold
Since 2020, the BIPT requires a Belgian operator to market a plan as "unlimited" only if there is no cap, or if any speed throttling kicks in above 300 GB per month. Below that threshold, "unlimited" is not allowed — operators must then state the actual cap.
In practice, every Belgian operator applies a fair-use cap (typically around 300-500 GB). Above that threshold, your connection stays active but the speed drops to 512 kbps to 1 Mbps — enough for WhatsApp and email, too slow for streaming. So be aware : in Belgium, "unlimited" means "unlimited up to about 300 GB, then slow", not "unlimited like a fibre line".

When does an unlimited-mobile plan make sense?
Not for everyone. The average Belgian uses 15-25 GB / month — an unlimited plan often costs 2-3× more than a 30-50 GB plan. Four scenarios where unlimited is the right choice :
No fixed broadband
If you have no broadband line or don\'t want to take one — temporary housing or a student room without internet — mobile data becomes your only connection.
Heavy commuter
Streaming on the train, video calls on the road, GPS navigation on long drives — daily data-heavy mobile activities.
Tethering / hotspot
If you frequently tether your laptop or tablet through your phone (remote work on location, holiday) — tethering eats through data fast.
Mobile online gaming
Cloud gaming (Xbox Cloud, GeForce Now, PS Remote Play) or heavy mobile games over 5G — needs both spacious data and low latency.

Check your actual usage before deciding
Open your provider app and look at the usage stats for the last 3 months. Are you consistently under 50 GB ? Unlimited is overkill. Are you regularly bumping into your current cap ? Unlimited is worth it.

Compare standalone vs. bundle
If your household already has a broadband + TV bundle at home, check the bundle options first — upgrading to the unlimited SIM is often cheaper than a standalone unlimited plan elsewhere.

A plan that lets you browse, stream, download and navigate without a data cap. Under Belgian rules (BIPT), an operator may only call a plan "unlimited" if there is no cap at all, or if the fair-use throttling kicks in only above 300 GB a month. Below that threshold, the word "unlimited" cannot be used in marketing.
In practice : rarely fully unlimited without any condition. Most Belgian operators apply a fair-use cap of 300-500 GB. Above that threshold, the speed is throttled down (typically to 512 kbps instead of LTE/5G), but you keep connectivity. Mixtus applies an exact 300 GB cap; Proximus and Telenet most often 300 GB+ with speed throttling. Note : hotspot / tethering usage is sometimes counted separately.
Today : Proximus (Unlimited / Mobilus Premium), Telenet (Mobilus Unlimited), Orange (Go Unlimited), BASE (Unlimited Max) and MVNO Mixtus. Most MVNOs such as Mobile Vikings, hey telecom, edpnet, DIGI and Mega go up to ~40-100 GB but do not offer unlimited — but their plans typically sit under €20 / month, plenty for most users.
